Ministers: Buhari Urged To Amend Nigerian Laws
President Muhammadu Buhari has been urged to review some areas of the Nigerian laws if he wants his newly appointed ministers to perform effectively.
The advise is coming from the Centre for Social Justice (CSJ), which opines that the decision to bring the Budget Office of the Federation under the Ministry of National Planning must function within the confines of the law.
Eze Onyekpere, leader of CSJ identified these laws to include the Fiscal
Responsibility Act (FRA) and the Finance (Control and Management) Act.
According to Premium Times, the FRA assigns some specific duties to the Minister of Finance, namely preparation of the Medium Term Expenditure Framework and collection of estimates of revenue and expenditure of scheduled corporations.
The law also empowers the Finance Minister to prepare Budget Disbursement Schedule: powers related to approval and restriction of budgetary commitments, and budget reporting obligations based on monitoring and evaluation and the attainment of fiscal targets.
“A number of roles being performed under that Act by the Finance Minister will now revert to the Minister of Budget and National Planning,” he said.

It will be recalled that the CSJ recently indicted the Peoples Democratic Party and the All Progressives Congress for flouting the Electoral Act during the 2015 general elections.
According to the CSJ, both parties over-shot the N1 billion ceiling for presidential election campaign expenditure as stipulated in the Electoral Act.
